The Background & Operational Challenges

As the operators of the world’s largest power grids, SGCC and CSG initiated a massive modernization campaign to transform their traditional distribution networks into highly resilient smart grids. Prior to this upgrade, the urban and rural distribution networks faced severe operational bottlenecks:

  • line fault occurred (e.g., due to lightning strikes or vegetation interference), dispatchers could not accurately pinpoint the location.
  • Prolonged Outage Durations: Fault locating relied heavily on manual line patrols. Maintenance crews had to physically drive along miles of rural feeders to find the issue, resulting in power outages lasting several hours.
  • Equipment Compatibility Issues: Historically, primary equipment (the physical circuit breaker) and secondary equipment (protection relays and controllers) were manufactured separately, leading to complex on-site wiring, bulky installations, and frequent communication errors.
  • High O&M (Operations and Maintenance) Costs: The manual nature of grid management led to excessive labor costs and inefficient resource allocation.

Selected through a highly competitive national bidding process, Zhejiang Westhomes Electric Co., Ltd. partnered with the utility giants to supply smart distribution equipment in bulk. Our engineering teams delivered an automation solution tailored for both dense urban centers and expansive rural feeders.

Primary and Secondary Equipment Integration

Westhomes solved the historical compatibility issue by delivering Integrated Pole-Mounted Circuit Breakers. By embedding the sensor technology and intelligent controllers directly into the primary switchgear during the manufacturing process, we eliminated the need for complex field wiring. This pre-assembled design significantly reduced installation time and improved overall hardware reliability.

Smart Reclosers & RMUs for Grid Automation

To achieve a self-healing grid infrastructure, Westhomes supplied localized intelligent devices:

  • Smart Reclosers: Deployed on overhead lines to automatically test and clear transient faults (which account for the majority of grid faults) by briefly opening and reclosing, preventing sustained outages without human intervention.
  • Intelligent Ring Main Units (RMU): Installed in urban distribution nodes, offering compact, highly reliable switching capabilities for space-constrained environments.

Direct SCADA Integration (“The Three Remotes”)

Every piece of Westhomes equipment supplied in this project includes advanced communication modules supporting standard utility protocols. This enables direct Telemetry, Remote Signaling, and Remote Control. Grid dispatchers gained real-time visibility into voltage and current data, switch status, and the ability to operate breakers remotely from centralized control rooms.

Implementation Across Diverse Environments

The success factor of this project was the environmental resilience of Westhomes’ products. The bulk supply was deployed across provinces with vastly different extreme conditions:

  • Guangdong & Zhejiang: Engineered to withstand high humidity, heavy salt fog, and frequent typhoon seasons.
  • Yunnan: Maintaining stable dielectric strength and mechanical reliability in high-altitude and mountainous terrains.
  • Jiangsu: Managing high-load industrial power demands with consistent thermal performance.

The implementation successfully achieved the principles of FLISR (Fault Location, Isolation, and Service Restoration), delivering concrete results:
